Battle lines are drawn not just between Democrats and Republicans but within the parties themselves, splintered by their left and right flanks.

"Hard pass. So long as Leader Pelosi remains the most progressive candidate for Speaker, she can count on my support".

Ms Pelosi was first elected to Congress in 1987 and served as speaker from 2007 to 2011.

In one measure of her effectiveness, eight of 16 Democrats who signed a November letter saying they were "committed to voting for new leadership" backed Pelosi Thursday, including Ryan and Moulton.

Credit rating agency Moody's said the shutdown would cause minimal USA economic and credit market disruption but there could be a more severe impact on financial markets and the broad economy if the closure is protracted.

Ocasio-Cortez announced her opposition in a tweet: "PAYGO isn't only bad economics.it's also a dark political maneuver created to hamstring progress" on health care and other legislation, she wrote.

While celebrating the Democratic diversity during the swearing-in ceremonies, some on social media highlighted the contrast to the Republican members, who are mostly white men. "So that's that", she said at a news conference this afternoon. Mitch McConnell's not going to bring up any appropriations measure without Trump's support, and even if he did, it would only take 41 Republican votes to stop it with a filibuster.

Trump's response about looking foolish was confirmed by a White House official and another person familiar with the exchange, neither of whom was authorized to describe the exchange by name.
