Meanwhile, U.N. Secretary-General Antonio Guterres said he is outraged by continued reports of chemical weapon attacks in Syria and called for a thorough, impartial investigation with the OPCW given full access to do its work.

John McCain, R-Ariz., said in a statement on Sunday that Trump had emboldened the Syrian government by making it seem the United States was taking its attention away.
The Israeli attack, carried out against an airbase that has Russian planes as well as Iranian and Syrian assets, was intended primarily to hinder the fighting capacity of Hezbollah, fighting in Syria, based in Lebanon, but continuing to prepare to fight Israel again.

Russia has warned of "grave repercussions" if the USA and its allies attack Syria since Russian troops are deployed in the country to support the Assad regime. But in the last four weeks alone more than 133,000 people have fled the area, with tens of thousands more still trapped inside its largest town Douma, said UN High Commission for Refugees (UNHCR) spokesman Andrej Mahecic on Tuesday.
In a statement released on Tuesday, Mohammad Javad Zarif, Iran's foreign minister, called the American position hypocritical, noting that the United States supported Iraq in the 1980s, when it used chemical weapons against its own population and against Iran.
The Syrian government and Russian Federation vehemently deny involvement and accuse rebel groups of fabricating the attack claims to hinder the army's advances and provoke global military intervention.
The United States and its allies have cited circumstantial evidence to blame the Syrian military for the attack.
A Pentagon spokesman denied the United States was involved in the attack on T4, saying it was not conducting strikes in Syria "at this time".
The Britain-based Syrian Observatory for Human Rights said the attack killed 14 people, including Iranian forces.
Laboratories working for the OPCW compared samples taken by a United Nations mission in the Damascus suburb of Ghouta after the August 21, 2013, attack to chemicals handed over by Damascus for destruction in 2014. The alleged attack in the town of Douma occurred Saturday night amid a resumed offensive by Syrian government forces after the collapse of a truce.
"Many dead, including women and children, in mindless CHEMICAL attack in Syria", Trump wrote on Twitter. An attack with chlorine, which can be used as a weapon but is not outright banned by the treaty, could raise precedent issues, as there have been numerous recent allegations of chlorine attacks in Syria that have drawn no response from the Trump administration.
