The Independent's Miguel Delaney revealed "Mourinho had a specific tactical role in mind" for the Germany global but changed his thinking once United completed a deal for Arsenal forward Alexis Sanchez in January.
With Ozil staying at the club and Arsenal bringing in Henrikh Mkhitaryan and Pierre-Emerick Aubameyang in the January window, Wenger now has a wealth of attacking riches to use alongside striker Alexandre Lacazette.
Mkhitaryan came on as a substitute in Tuesday's defeat at Swansea and manager Arsene Wenger has confirmed the Armenian will start against Everton. If their front-foot game fails, they are left wide open defensively and teams like Swansea and Bournemouth before them knew that only too well. Technically, they are good. But how do they all fit?
"Overall his pace, his finishing, the quality of his runs, the quality of his reception to crosses".
Asked whether he was confident it would go through, he added: "Confidence does not help, because nowadays the deals can be so complicated".
"When he gets ahead it is hard to catch him".
"I don't think these signings buy you a top-four finish".
Contract rebel Mesut Ozil was largely touted to not extend his contract with Arsenal as a host of top clubs like Manchester United and Barcelona were linked with the assist king, but he chose to play at the Emirates calling it his 'home'. I just think that at the end of the day, what I never wanted to do was spend 12 when we earn 10.
"I have to assess how well he is physically today and how well he feels", Wenger said. I suspect when Sanchez's agent said to Manchester City's executive team you might have to improve my deal up a bit because United are here - that [would have] felt like a breach in trust. "He looks much calmer".
While Wenger ensured Ozil would remain at the club, he allowed Olivier Giroud to leave for Premier League rivals Chelsea.
"This will give us more consistency". There's no sell-on value for Arsenal at all, so it's very unlike them.
"After the unpleasant events of the last weeks, we prefer to remember that the story of Pierre-Emerick Aubameyang was a success over more than four years", Dortmund sporting director Michael Zorc said.
